An Elastic Fabric Adapter or EFA is a network device that can be attached to an EC2 instance to accelerate high performance computing (HPC) and/or machine learning applications.

The alarms can be defined to check for any of those metrics and can be modified based on units, or number of repetitions, and time periods, as described in the following image from the docs: The alarms can have up to one minute of granularity, and it is possible to create dashboards to check on events.

It is not possible to merge placement groups, although an existing instance can be moved to one as long as it is in stopped status.
